Don't know about all that, but I think I'm seeing the same problem (didn't
shout 'cos I thought Mark might still be actively working on this). The
library that isn't being found is "tclstub8.2" (for me the
install-manifest doesn't work around this, it just pushes on to the end
ignoring the error). The reason this is failing is that the tclConfig.sh
file thinks that Tcl is installed in /usr/local not
$STARCONF_DEFAULT_PREFIX. I guess this needs prefix needs to be passed in
during ./configure.
