I too agree with Paul. Even though forwarded to my e-mail it is not a
request which was directed to my authority.
If someone puts a flyposter up saying "I (name and address) would like to
know what information Cardiff Council has got about xxx" it does not in my
view become an FOI request because an employee tears it down and brings it
in to County Hall.
S1(1) Any person making a request for information TO a public authority is
entitled...
In both the discussion list, and the flyposting the request has not been
made TO a public authority. If the public authority later sees the request
this fact is not changed.
