Congress of Third-Sector Leaders
Announcement & Call for Papers
This is an informational letter and invitation for individuals and
organizations with an interest in non-profit charitable and humanitarian
organizations within the newly formed independent states of Europe and Asia.
Dear Colleagues:
We invite you to submit reports to the Organizing Committee on the following
topics of interest, and to attend the Congress of Third-Sector Leaders in
Saint-Petersburg, Russia from April 21-23, 2005
Areas of focus for the Congress:
1. Role of NPO in building of a sustainable democratic society in
transition economy countries.
2. Status and importance of NPO in the U.S.A. and European countries.
Experience of international governmental and legislative support of NPO.
3. Legislation governing NPO in the newly formed independent states.
Taxation of donations and contributions in NPO made by legal entities and
individuals.
4. Funding of NPO by business organizations. Social partnership of
business and nonprofit sectors. Investment in social sphere.
5. Governmental financial and resource support of NPO.
6. Funding of NPO by foreign organizations.
7. Support of NPO during its establishing and formation. Development
and support of volunteer movement.
8. Analysis of Russian and foreign experience in creation of
legislative conditions and law enforcement practices for participation of
NPO in elaboration of resolutions of governmental authorities and local
government.
9. Fundraising agencies development and support. Training of
specialists in the area of development of funding of NPO.
10. Financial consulting and audit of NPO.
Discussion of proposals of Organizing Committee, delegates of the Congress,
and working groups of experts:
Development of draft amendment to the Internal Revenue Code pertinent to
taxation of charity contributions of legal entities and individuals.
Approval of public address to heads of various states.
Approval of public address to lawmakers concerning support of NPO.
The following persons are invited to take part in the Congress:
NPO leaders of the newly formed independent states.
Representatives of governmental and legislative organizations governing
activities of NPO.
Representatives of international organizations.
The program of presentations and reports shall be defined by the Organizing
Committee.
As a result of the Congress, its presentations and materials will be
published in Proceedings of the Congress.
Program of the Congress and terms of participation will be published in the
second Information letter.
