I can't make this meeting as I am off on holiday, shame as it looks like
being very interesting, but here are some observations from myself and from
my work in the L2L Project and X4L programme I have been involved in.
1. Repositories are liable to require a certain minimum of amount of
metadata at deposit for understandable reasons
2. The best time to create metadata is at the time of creation (or as you go
along) a bit like annotations in programming - retro-fitting metadata or
fixing bad metadata is a real pain
3. It is important for projects to build in procedures for metadata at the
start and to devise cataloguing procedures and quality control methods and
procedures
4. In my view metadata has got a lot in common with accessibility design and
IPR control - they all require some specialist knowledge and the exercise of
judgement. Which means that the labour to do the work is a bit scarce on the
ground at the moment.
5. We should not beat ourselves up too much about some of the problems -
these are still early days - and many of our teaching colleagues and
institutions are at the early stages of reuse and exchange - issues of
professional change and organisational development seem much more serious
from my own perspective :-)

We would like to invite you to a joint meeting of the CETIS Metadata SIG
and the UKOLN Metadata for Education Group to be held in Glasgow on Tuesday
17 Aug 2004. The meeting will be dedicated to discussing the UK LOM Core,
with the aim of resolving the issues that have been raised by the second
draft of this application profile.
The UK LOM Core is an application profile of the IEEE Learning Object
Metadata (LOM) standard that specifies how best to use elements from the
LOM in order to promote interoperability of metadata in a UK Educational
context. The work was first developed by CETIS and LTScotland (representing
UK F&HE and Schools perspectives respectively), and was presented at a
MEG meeting in April 2002 (when it was known as the UK Common Metadata
Framework, UKCMF). The second draft was released in May 2004, and has been
discussed extensively on the CETIS Metadata SIG email list.
Further information on the UK LOM Core, including the second draft, is

Among the issues raised that need resolution before a final version can be
released are:
-the exact purpose of the UK LOM Core,
-whether any LOM elements should be mandatory, and if so which,
-how should the mandatory elements in vCards be treated.
In order to ensure that the UK LOM Core reflects the needs of as broad a
community as possible we welcome participation from organisations from all
areas of UK Education, regardless of whether they have previously been
involved in the development of this specification. Participation in the
