In this vein (since Andy has opened it up for us :) )
I'm curious about why we need 6.2 at all. Surely it's redundant. If 6.3
is empty or not present 6.2 is no. If 6.3 is populated 6.2 is yes.
I have a dislike of boolean values (on or off) in metadata. They nearly
always need to be qualified anyway. What was the thinking behind 6.2?
