Perhaps I should have said "creation" of metadata.
But really, the point of creating/providing metadata is to allow a teacher
or learner to find something useful.
Lorna: would you consider adding something like "To help provide teachers
and learners with sufficient metadata to enable them to locate potentially
useful learning resources" to the objectives?
