The answer to question 20 isn't quite correct
"Any UTF-8 character is allowed in XML character data apart from < and
&"
Whilst true for XML 1.1, in XML 1.0 (whose use appears to be specified
in question 16) most of the characters in the range 0-31 (decimal) are
not allowed see http://www.w3.org/TR/REC-xml/#charsets (although why
they would be in a OAI record is a mute question).
