CHILDREN'S SERVICES - WORKING TOGETHER FOR CHILDREN - A Senior Management
Guide
This feature programme examines the opportunities and challenges presented
by the Children's Bill and the practical issues of establishing and
operating a Children's Services organisation.
The programme provides Local Authority Chief Executives and managers and
professionals across Social Care, Education and Health Services with
up-to-date guidance and experience from those leading policy and advisory
services, from key suppliers and from senior executives already running
Pathfinder Children's Trusts.

The programme includes the following interviews, field reports and panel
discussions:
Panel Discussion - Objectives and Strategies for Children's Services
The Children's Bill sets out clear and demanding objectives for the
heightened care and support of all Children, particularly the vulnerable.
But how should these ambitions translate at a local level? Our panelists
discuss the challenges of building a Children's Services organization,
allocating resources and the effect on supporting departments and services,
notably health and education. Crucially we hear what advice, guidance and
support is available from the Government, advisory agencies and suppliers.

Panel Discussion - Establishing and Managing Children's Services
Building and operating a new Children's Services organisation presents a
host of challenges.  Our panel discusses their experiences with Pathfinder
Trusts in creating a single team from professionals across a range of
services; the need to establish new command structures, reshape working
practices and coordinate the delivery of services across multiple staff and
teams.  We also hear about new responsibilities and the specialist support
being provided to the education community, which is the focal point for
Children's Services.

discusses approaches to organisational transformation and coordinating
service delivery across multiple teams and agencies.
Field Report. Brighton and Hove Children's Trust
David Hawker, Director of Brighton and Hove Children's Services Trust and
Gary Needle, Chief Executive at Brighton and Hove PCT, discuss the
organisation and operation of Children's Services and working in
partnership.
Interview - Children's Services - Working in Partnership with Health
Richard Balfe, Lead for Children's Services at the NHS Modernisation Agency
discusses the opportunities and responsibilities for the PCT and Acute
health community in delivering Children's Services and the challenges of
allocation and commissioning of resources.
