I forwarded this sequence of messages to my colleagues, as people often ring us when they get caught up in this type of thing. Not that there is much we can do.
Apparently, this is not confined to Spain - one of my colleagues had an enquiry on Monday from someone who had received a similar demand for money from Italy. But this woman had not been in Italy for years.

I have had two enquiries from people who are trying to find out whether = EU legislation has actually been implemented in some of the new EU = countries and, if so, how to find what the implementing legislation is.
To quote from one enquiry - "Is there any relatively quick way in which = one can check whether an item of the acqis has already been implemented = or is already in force in a particular new member state?"
This enquirer has already done a great deal of research himself, and has = found that the Scadplus and the Commission's enlargement websites are = not sufficiently up to date to be really helpful.

I had the same question recently and after much fruitless research I contacted the Commission's London information office. They said that the only way to find out was to contact the Brussels official (or at least the relevant department of the D-G) responsible for a given piece of legislation. Far from ideal!

In addition to all the other replies received, this is not directly on point but related information.
First, it is assumed that the acquis is in force - and companies/individuals can abide by it - even if a member state may not have implemented fully or in part.
Regulations are directly enforcing and do not require action on the part of the member states to implement them.
Decisions are directly binding on those to whom they are addressed - no member state action required.
Changes required in EU legislation comprise the bulk of the accession treaty
- i.e. the addition of competent national authorities, terminology in the language of the new member states, etc. At some point, these will be traceable using CELEX - Eur-Lex - and the new portal to be unveiled on July 1. Under each piece of legislation, the "more info" or "biblio" sections should provide a link to the precise provision in the 2003 accession treaty relating to and amending that legislation. This would be particularly important for regulations as mentioned above. Second, the national implementing measures file - now in CELEX only - should include information for the new members. It is a question of time and money to incorporate all the information for the new members not to mention the work overload of publishing in 20 languages.
Some of the new member states have the information on their government websites.

I have had two enquiries from people who are trying to find out whether EU legislation has actually been implemented in some of the new EU countries and, if so, how to find what the implementing legislation is.
To quote from one enquiry - "Is there any relatively quick way in which one can check whether an item of the acqis has already been implemented or is already in force in a particular new member state?"
This enquirer has already done a great deal of research himself, and has found that the Scadplus and the Commission's enlargement websites are not sufficiently up to date to be really helpful.
Any ideas, anyone?
