This looks very interesting indeed and parallels dome of the work of our
project in getting tutors to record their proposed pedagogic strategies in
summary form for a particular resource - but there is nowhere in the LOM to
put it that I can think of apart from annotations.
This also reminds me of discussions about learning design that have been
going on in the UK. This proposal from North America reflects their
Instructional Design culture - which we do not have in the UK to the same
extent - and in their pedagogic culture I think it makes sense (of course
they have many ID models so I think a free text field makes sense to capture
the different (and changing) vocabuaries they use rather than a restricted
vocabulary.
I would stick my neck out here and suggest that something like this could be
worth considering here in the UK - one use could be as a summary of any
Learning Design attached to or associated with an object. I would also
suggest that the pedagogic culture here is changing and in the near future I
think we could make good use of this type of facility. What I mean is that
some aspects of Instructional Design will be increasingly adopted (and
changed and challenged of course) here in the UK through necessity as we
have an untrained educational workforce in this respect.
What would be really good from my perspective is the simple ability to
attach to a learning object any thoughts about its proposed or previous
uses. I can see that the 'container' should be able to carry multiple
records from different users. In more disciplined (or sussed) development
environments this would be a very useful way of gathering pedagogic/training
expertise from the organisation and harvesting it for later reuse or even
development into a more formal Learning Designs. This approach seems very
similar to work done in the Toshiba software factory in the 80's and has a
lot to recommend it I think.
As well as being very useful for Learning Design development this facility
might also fit well with current thoughts about educational design patterns
by S. Bartolucci, Peter Goodyear and Simos Retalis in the October LTN
newsletter of the at the IEEE

With this facility we could also record possible uses for 'artefacts' from
previous courses and pieces of learning resources that never made it into
the final course but we keep because we 'think it will come in useful
sometimes'. Goodyear in an article (can't place the ref right now) called
these partly finished resources 'half-fabricates' and in my own course
development activities I have done this as well. Being able to attach ideas
about their use to them would be very handy

All, I am going to be a bit bold here and propose some draft text for a
new eucation-training specific element to be added to the DCMI terms
namespace. I believe the proposal conforms to DCMI priciples and, since
it is specific to the education/training domain, qualifies for DCMI
"conforming" status as opposed to "recommended" (cross-domain/discovery)
status. The proposed element will make it possible to
provide statements regarding the "instructional methods" an educational
resource supports explicitly or perhaps implicitly. To date,
education-specific elements have been added to the DCMI terms namespace
that permit making statements regarding the educational audience
(<audience>) of a resource and any content/academic
standards/frameworks/etc. (<conformsTo>) to which the resource
correlates. A major limitation to date in qualified DC is the inability
to state with precision anything regarding the pedagogical (or pick your
own label) aspects of a resource. So, below is my first stab at such a
proposal. Please note that I am far, far less concerned at the moment
about the label etc. as with the semantics and identifying the community
need. I'd really be interested in hearing what you all think with
regard to bringing such a proposal to the Usage Board for discussion and
action at its next meeting in Shanghai in October.
