What isn't mentioned there is that things should only be added to the
`make world' list when they do actually build from scratch -- that is
when all their dependencies also build from scratch. Thus IMG wouldn't
count, and shouldn't be listed in ALL_TARGETS.
I've clarified this in the documentation, which should be committed and
appear shortly.
