as far as CCDPACK goes, it's not really accurate to say it is
"Actively developed, new features added". I haven't added new
features to it for a couple of years, and have no particular
plans to do so in the forseeable future, though it would be possible
if called upon to do so. Other than that though, these points
apply to it.
