Over the years, a great deal of misunderstanding has grown up around the
differing approaches to drug policy and treatment on either side of the
Atlantic. Since the publication of Schur's work on British treatment
approaches in the the late 1950s, many Americans have viewed Britain as a
liberal, heroin-prescribing redoubt. In contrast, UK observers have often
characterised US policy as residing entirely within the criminal justice
system. Of course, neither stereotype is accurate but these misconceptions
continue to colour our thinking about relative approaches.
The Scottish-American Congress 2004 offers a rare opportunity for service
planners and providers to meet and discuss their views and examine the
historical and cultural background to current approaches. Each of the three
days is themed and led by parallel speakers from the USA and the UK.
Speakers confirmed so far include: Bill Mock, James Fleming, Kenneth Kline,
Alex Baldacchino and Rowdy Yates. Plenary presentations will be followed by
workshop sessions and further plenary discussion.

Drugs & Alcohol (Bill Mock & Rowdy Yates).
* Day 2 (25/05/04) - Treatment and Prevention Approaches to
Drug and Alcohol Misuse (James Fleming & Alex Baldacchino).
* Day 3 (26/05/04) - Drug & Alcohol Misuse and the Criminal
Justice System (Kenneth Kline & Mark Gilman).

Unlike other presentations in the Bridging the Gaps series, we have had to
make a charge for attendance. We have tried to keep these costs as low as

Bridging the Gaps is funded by Health Foundation (formerly PPP Healthcare
Medical Trust) and is organised by Scottish Addiction Studies, University of
Stirling in association with European Working Group on Drugs Oriented
Research (EWODOR).
The central theme of Bridging the Gaps is to present research material in
ways which ensure that it is understandable and therefore appropriate for
implementation in the addiction treatment field. The series will concentrate
upon work which bridges the gaps between the treatment and the research
communities in two ways: firstly in terms of its practical application in
the field and secondly, by bringing to the UK treatment community
presentations from other European countries and from other traditions.
