Taken at face value, this would contravene part IV of the DDA. But, given
that British HEIs tend to be aware of the new legislation, it could perhaps
be a jumbled message that had scrambled a statement like "before we continue
with your application we have to notify the Dean of Students." This would be
reasonable: the institution is logging the fact that this application is
from a disabled person and should have no impact on acceptance.
I think there is at least one person from the Disability Rights Commission
on this list who will be better informed than me, but, should any issues
arise and you would like further info or pointers to info., do let me know.
The best starting points are Skill: the National Bureau for Students with
Disabilities www.skill.org.uk/ and the Disability Rights Commission who have
a code of practice for post-16 education and many other useful documents
www.drc-gb.org
The legislation, as your student may well know, covers international
students and thus the University is not permitted to discriminate and must
make "reasonable adjustments" to create access for your student.

I have a former undergraduate student who has applied to East Anglia for
grad school in Philosophy. She was just notified that because she had
self-identified as disabled, the department had to get permission from the
Dean of Students to proceed with her application. They are going to
interview her by phone.
This sounded odd to me -- as if the Department was forbidden to accept
disabled students without permission from above. Is that a standard practice
in the UK? Seems ripe for abuse to me.
