Yes I suppose that we were somewhat vague about label, concentrating far
more on allowed units in SGP/38. We didn't want to be too restrictive
(following the not "thought of everything" approach). Label is what
you'd put as the axis label for that quantity on a plot. We did think
about interpreting these when NDFs were combined, but we've only
recently address the units.
