I should have said that messgen CREATES severity information just like DRAMA
and it is preserved around the Starlink error system (being just 3-bits of
the errror code) - so we COULD have brought it into use if we had needed
it!!
As you have found it's the subsystems which don't use inherited STATUS but
which still have include files in the "Starlink style" which are confusing!
