OK, bang away.
It took a little longer than I expected, but I've removed all the
starconf.status files from the repository (and I mean from the repository
-- not just `cvs remove'), removed config.h.in from the repository (they
should have been removed at the same time the configure and Makefile.in
files went), updated the bootstrap scripts, removed the config/ directory
at the top level (made it redundant), and improved the bootstrap scripts
in applications/, libraries/, and buildsupport/.
A fresh checkout appears to bootstrap and configure successfully
(though it takes so long to do that I haven't retested this _completely_
from scratch).
A fresh checkout would be best. If you just update a tree, you'll get
`conflicts' because the starconf.status files have evaporated.
