I don't know much about performance monitoring, but if you haven't already
contacted them, the FRAE Fife Social Inclusion Partnership might be a useful
contact for you. I don't know whether they would have any experience of
qualitative monitoring, but you could always ask if they've come across it
or know other projects that have used it.
Not sure of the current contact there - I interviewed them for a project a
few years ago - but their contact details should be on the list of SIPs on
the Communities Scotland website:

Subject: Monitoring of service delivery in race equality schemes
This is a request for information. I'm currently undertaking research
on
community safety for minority groups in a rural area, and I've found
that
current monitoring procedures in local race equality schemes are
confined to
performance indicators. This is not very informative in circumstances
where
ethnic backgrounds are diverse but relative numbers are limited. Can
anyone
point me to examples of race equality schemes that make a commitment to
qualitative monitoring of service delivery?
