What your authority really needs is a Records Management Policy and Retention & Disposal Schedule, covering the whole lifecycle of all information/records, from creation to destruction. Archiving is just part of the process. Given the DH & NICE aspects, I suggest a good starting point would be for you to you read Department of Health Circular HSC 1999/053 and appendices.

Our Information Service is about to relocate to a new site. As part of
the planning process, I have been asked to draw up a discussion paper
outlining an archiving policy.
Our Information Service currently supports large scale NICE/DoH
projects, which are often updated after several years, necessitating a
clear and consistent archiving policy. The policy will manage the
retention and storage of completed literature searches and training
courses. Some of the materials will be archived electronically on
cd-rom, however the majority of materials will be hardcopy.
I would be grateful if any list members could recommend relevant
publications or articles on this topic. I would also be interested in
reading other organisations' archiving policies, if you are happy to
share these.
