My first reaction - speaking only for myself and not on behalf of the DC
CD WG! - is that you are almost certainly right, and, given the
definition we presented for isAvailableAt, it does indeed look like
dc:publisher fits the bill, and I should really have seen that earlier!

OK, that's something to consider, but given that a publisher can be a
"service" and the DCMI definition of service is
"A service is a system that provides one or more functions of value to
the end-user. Examples include: a photocopying service, a banking
service, an authentication service, interlibrary loans, a Z39.50 or Web
server."
I think your "being a source or cause" is probably closer to the intent.
