Comment,
Although the distinction between the functions of "identifier" and
"IsAvailableAt" is very useful organizations would require a persistence
policy and resolution mechanism in place to take advantage of the
resource identified by the "IsAvailableAt" refinement". Persistence
policies and resolution mechanisms are still in the early stages of
implementation so the benefit of the refinement would have limited
application in the short term.
