Please find attached the call for papers for the ESPAnet Annual Conference
2004, which will be held at Oxford University (UK), 9-11 September.
Under the theme of ' European Social Policy: Meeting the Needs of a New
Europe' the conference hosts a series of specific streams which are convened
by leading scholars in their fields. Papers can be submitted to specific
streams, and there is a possibility to submit for 'open streams'.

Call for papers
Event
The second annual ESPAnet conference will take place at the University of
Oxford on the 9th – 11th September 2004. The annual ESPAnet conferences seek
to encourage exchange between scholars engaged in innovative research in the
field of comparative European social policy.
The theme
In the context of the current wave of enlargement and the search for a new
constitutional framework, the European Union is simultaneously becoming more
internally differentiated and politically integrated than ever before. Its
member states differ more than ever in terms of the size and orientation of
their social effort. At the same time, European states are both increasingly
interdependent and confronted with some important common challenges, such as
population ageing, an ever more competitive international economic
environment and rising inequality. The conference is focused on the
fundamental questions that are posed by this context. How well adapted are
different policies and policy-making frameworks at the sub-national and
national levels to reconciling solidarity and competitiveness, to balancing
security and adaptability? What instruments are needed at the supra-national
level to promote and diffuse ‘best practice’ in European social policy, or,
indeed, a ‘social Europe’? In other words, how can social policy in Europe
best meet the needs of a new Europe?
Organisation
The conference will open with a plenary session, and close with a plenary
round-table on the interface between the European- and national-level in
social policy. Confirmed plenary speakers for the conference are

o Frank Vandenbroucke (Belgian Minister for Employment and Pensions)
The body of the conference will be organised into thematic streams, details
of which can be found at the conference website (address below). Papers
accepted within these streams will be posted on the conference website
around one month before the conference date, allowing them to be read in
advance by participants. Each accepted paper will be allocated a 30-minute
slot in the conference, for brief presentation and more substantial
discussion.
Call for abstracts
ESPAnet conferences welcome papers from all disciplines relevant to the
study of social policy and welfare states. While quality is the primary
criterion for selection, comparative papers will be given preference when
choices must be made amongst papers of equal quality. Special efforts will
be made to promote the participation of young researchers.
On this basis, the organising committee and stream convenors invite
abstracts of up to 250 words before Friday 2nd April 2004. Abstracts should
be sent using the online submission tool at the conference website.

Please state clearly the stream to which the submitted abstract is directed.
There will be a limited number of clustered open sessions for papers that do
not fit to any of the thematic streams. Those submitting abstracts will be
informed of its selection or rejection by 10th May 2004. Those whose
abstracts are selected for presentation or contribution must submit a final
version of the full paper by 2nd August 2004.
