Lileth - your friend should try Dragon NaturallySpeaking. It's probably the best voice recognition software available and you can choose on installation whether to use US or 'British' English.
I can't use my hands but I can get text on-screen almost as fast as I can speak. However, for top performance, you need a computer with a Pentium 4 processor and at least 512MB RAM. It will work with less, but there tends to be a long gap between dictating the text and the words appearing on-screen.
