ABSTRACT
Multilateral and bilateral development institutions have, since the
mid/late 1990s, re-evaluated their former hostility to the state. Under
the good governance agenda, they have, amongst other things, encouraged
states to enter into 'partnership' with development NGOs, which are
taken to stand for and represent 'civil society'. A significant
proportion of funding which once by-passed the state, and went directly
to development NGOs, is now being re-directed through state
bureaucracies through mechanisms such as multi-donor budget support. In
addition, many states are increasing their financial support to NGOs, as
they 'outsource' emergency, development and welfare functions. We invite
papers to discuss the implications of these changes around the world.
Particular areas of interest include whether closer collaboration with
state bureaucracies and politicians allows development NGOs to have a
greater impact on positive change, or whether this relationship ends up
silencing critical and alternative voices.
SESSION FORMAT
Two periods. The first will be a ‘standard’ compilation of papers, with
some time for questions. The second will be a panel/discussion session,
picking up on the themes of the session, with particular reference to

DURHAM CONFERENCE 12th-15th August
Globalisation and Development Perspectives: towards a feminist dialogue
The International Geographical Union Gender and Geography Commission is
holding a pre-conference Workshop Globalisation and development
perspectives: towards a feminist dialogue 12-15 August 2004 at St
Aidan's
College, Durham University organised by Eleonore Kofman and Parvati
Raghuram (Nottingham Trent University) and Janet Townsend (Durham
University). Globalisation and development have been two approaches to
the
analysis of international inequalities and changing power relations,
which
have not really engaged in dialogue with each other. The discourse of
globalisation has generally emanated from the North and reflected its
interests in spatio-temporal, socio-economic and political
interdependencies. There is also generally little research by feminist
geographers within this paradigm (much more in disciplines such as
international relations), unlike the more substantial body of work by
feminists within development perspectives. In addition, there are a
number
of concepts, such as transnationalism, or fields of study such as
geopolitics, which intersect with each of these approaches. It would
seem
timely to explore what the different paradigms, including their
critiques,
can offer each other.
We welcome papers on any aspects which seek to explore possible
relationships between globalisation and development. We shall be
recommending several texts as starting points for discussion
The Political Geography Study Group is also holding their pre-conference
Workshop in Durham and we shall be jointly organising two sessions.
The conference will start on the afternoon of 12 August and end the
evening
of 14th August For those going onto the main IGU conference in Glasgow,
or
just wishing to go for the ride, we shall be making our way leisurely by
bus
from Durham to Glasgow on 15th August. The total cost of accommodation
and
conference fee (excluding the trip to Glasgow but including Saturday
night
and Sunday breakfast) is £180 for a room without en-suite bathroom and
£220
with en-suite bathroom in St. Aidan's. The day cost is £35.
There are airports at Newcastle (nearest to Durham), Edinburgh and
Glasgow.
If you are going on to Glasgow, you may want to consider the airport
which
requires the least amount of overall movement. Train travel in the UK is
cheapest if booked in advance. We shall include websites on travel
information but cannot act as travel agents.

about
