I think..

sounds like a portal that facilitates [interoperable] services from
different types of VLEs. Not just superficial linking to but an
integration of a deeper form with a consistent user interface, e.g. an
unifying search interface capable of cross searching VLE repositories..
but try to translate this into other VLEs context to realise the scope
of services!

an extension of 1, into an even broader scope - oh my god :-) Content
brokerage provides facilities such as linking services to online
content, e.g. this could be resolving OpenURL or proprietary URLs of
content metadata (abstract, title etc.), the content itself (fulltext
articles, assessment etc), into the actual physical location on server,
for accessibility!
