if you consider the child to be at risk... speak to social services... you
do not have to gain the consent if you feel there is risk to the child.
If it is likely to cause harm to the child or potential harm ( father
getting violent ) then say nothing to them.
Even if mum says that the children are not at risk, i would have serious
doubts...
Obviously it is better to gain consent... but in some circumstances, or if
it is refused then sometimes potential risk dictates referring anyway...
that's what i'd do...
