I'll put a US spin on this. Over here I am unaware of any reporting requirement at either the federal or state level. However the news media more particularly newspapers for the last few years have conducted FOIA investigations. These investigations involve several newspapers in a state working with the Associated Press to run tests on local and state government agencies on how the respond to open records requests. And the agencies don't know that the press is asking for the records. they assume it is an ordinary citizen.
Each paper prints their own stories as well as those written by the other members of the teams.
I would imagine that the British press would likely do the same thing.
