Actual users. Its difficult to come up with meaningful use figures so we approach the issue conservatively. We class heavy student users as those who have used all the main bits of functionality in the VLE over the course of the year (eg. posted to a discussion room, completed an MCQ, etc...). There are quite a lot more who still use the VLE but not as intensively. We don't have any tracked measure of performance against logged traffic, but we keep an eye on general performance throughout the busiest periods at the start of terms (and people tend to moan if its ever running slowly).
Comparisons would be interesting to hear about...

Paul - are your 14000 users actual or potential users? In other words
are they the number of students on courses signed up to the VLE, or the
number you have using it in a certain time period. Do you have any
measure of VLE performance against actual logged traffic?
