As promised here is an update on the latest developments regarding digital copyright at least as regards the CLA. My reading of the Online questionnaire is that there is an open invitation there to ANY relevant staff to respond.
The message was originally posted on the SCLS list which is a list for DACS licence holders (mostly HE Art and Design slide libraries)

Subject: HE photocopying licence to include digitisation
Dear all
As you know the CLA is proposing to extend the HE photocopying licence to include
digitisation. The CLA met with the UUK-SCOP working group in July and the agreement was that stakeholders on both sides would be consulted. Jane Secker of the Heron User Group and Sol Picciotto of Lancaster University Law School have produced an online survey questionnaire. The idea is for the most relevant person from each HEI to complete it.
The survey is at: http://lttg.lse.ac.uk/digiLicence/default.asp
Question 6 is on Editing/Manuipulating images. The proposed licence will restrict any editing, manipulation, cropping or alteration of text or visual images, or the extraction of a part-page visual image. This means that images embedded in pages of text cannot be extracted. The questionnaire asks :
"How serious would this restriction be for your institution?"
My worry is that the person who completes this questionnaire (in many cases the Director of Library Services) may not realise that this is a severe restriction particularly for art libraries & collections, but also for all institutions which use VLEs and want to include images in them. Please ensure that whoever completes the questionnaire at your institution realises the implications
Thankyou
