John, I agree with what you say, "Don't you think that the difference is
between what (as you say)
*institutions* do to students, and what *teachers* do? What my institution
wants to do with its VLE and what I want to do are significantly
different."
But often institutional policies (based on saving money - quite often) roll
our VLEs and make decisions based on a poor model of use and whilst
colleagues may want to be more creative and student focused are prevented
from doing so by the way that the technology operates and is administered.
