We are initiating an investigation into the need for some form of
Transport Analysis and Modelling Agency/Centre in South Africa. The
form this will take is the subject of much of our feasibility study but
it is likely to be sponsored to some degree at the national level.
The current reality is that National Government sits without good
specialist transport analytical skills, at Provincial and Local
Government the skills base is weak, and in the consulting fraternity
there is also a gap, partly due to a period of inactivity in terms of
proper transport planning with a brain drain occuring and partly due to
emerging consultants (black empowerment firms) having more general
skills.
Information we are searching for..
1) We would like to be able to compare the skills base we have
currently with countries where transport decisions are taken based on
good analytic support, and attempt some crude measurement as to the gap
we must address.
Is anyone aware of any similar investigation having taken place, or
have any insights which would assist us ?
2) We would like to draw on examples of good practice worldwide, where
a similar agency / centre concept has worked well and provided support
to all players in the market and raised the standard of planning. We are
aware of the Travel Model Improvement Program in the US and the AVV
Transport Research Cenrtre in the Netherlands.
Can anybody add further examples for us to use as good case material.
