Briefly, equity impacts depend on:
* The price structure, including whether discounts and exemptions are
offered to disadvantaged groups.
* The degree of automobile dependency, and particularly the quality of
travel alternatives (walking, cycling, ridesharing, transit, telework)
available to transportation-disadvantaged travelers.
* How revenues are used. If a significant portion of revenues are used to
benefit disadvantaged populations (e.g., transit improvements or avoiding
increases in local property taxes), pricing can be progressive overall.
