Dear Mark,
The UK Department of Transport recently commissioned a research project from
Oxford University TSU and Napier University TRI on the question of social
exclusion, gender, ethnicity, lifecycle and congestion charging of which I
was a member of the steering committee. The findings of this project may
help you in your study. Project Reports may be found at:

>New Mersey Crossing - Social Impact Assessment for the Tolling Study
>
>We are preparing a study to address the feasibility of tolling on the New
>Mersey Crossing. Part of this study is to address the potential social
>impacts of tolling on residents in Halton.
>
>The first stage of this report is to undertake a literature and case study
>review. I have only managed to obtain a very limited amount of information
>on the social impacts of tolling for this review including: a Humber Bridge
>Impacts Study, information from the Social Exclusion Unit and research from
>the Integrated Commission for Transport.
>
>Would you be able to point me in the right direction of further information
>on the impact of tolls on people?
