And enforcement of the regulations may be more complicated than meets the
eye. It is easier to enforce a bus lane than an HOV lane, because the
difference between a bus and a car is quite easy to see, relative to the
difference between a car with 1 occupant and a car with 2 occupants and a
car with 3 occupants. For HOT lane enforcement, the police (or other
authorities) now have to differentiate 1 occupant cars which have paid the
tariff from 1 occupant cars which have not. It's not impossible, but it does
create additional complications.
