I would also add the amount of increased land values that the project will
create.
If you have 2 competing schemes or 2 alternative routes - an assessment of
the increased land value could be an important indicator.
The land value increases are a direct measure of the value a community puts
on a new rail project.
i.e. It measures how much extra people are prepared to pay to live, work or
conduct business close to the new line.
