I think Sally E's given a mega-canny answer!
I guess specific numbers have long histories in literature, not just in
legends... numbers in songs are interesting, too!
I'm intruiged, as well, by the line you give:
"Eighteen eider, three merganser, a jagged row of cormorant..."
Which, to me, gives part of the character of the observer. Details matter in
poems. The specific numbers and then the phrase "the jagged row..." is
delightful - as is the mouth-music of saying the line.

Guide and who's thinking he'll try writing something with some not-much-used
numbers and see what happens...
