I don't know of any commercial ISA products but I have numerous links to
ISA research at http://www4.tpg.com.au/users/mpaine/speed.html
4 years ago I proposed a project to the RTA in New South Wales that
looked at the issue of providing speed limit information in electronic
form to motorists. It got nowhere! IF such information is made readily
available then there is great scope for voluntary speed compliance
through systems that alert motorists. Several systems that are on trial
simply send a signal through the accelerator pedal - making it stiffer
or making it vibrate. I regard these as the most promising short term
technologies.
