Simon
I have been following the development of Intelligent Speed Adaptation
(ISA - intelligent speed limiting of vehicles). This technology is being
trialled in several countries. The system on board the vehicle "knows"
the local speed limit and most systems alert the driver if that speed is
exceeded.
Some systems work with roadside transmitters, others with GPS systems
and enhanced digital maps.
One challenge is to cope with variable speed limits, such as
time-dependent school zones (in New South Wales) and road works. This is
relatively easy with roadside transmitters but more difficult with
GPS-based systemns that need electronic updates - although mobile phone
technology can be utilised.
I would prefer that as many cars as possible had the ability to receive
roadside transmissions so that road crews could quickly deal with new
hazards such as accidents and breakdowns.
For links to research on this topic see

I can put you in touch with a person who is developing an ingenious,
low-cost roadside transmitter for these circumstances.
