Parliamentary Office of Science and Technology (POST)
Scientific Adviser, Environment and Energy Salary range £38,343 - £52,293pa Fixed term appointment for 3 years
The UK Parliament interacts with science and technology in many ways, passing legislation that may support or regulate science and its applications and scrutinising government policy, which very often has a scientific or technological dimension.
To assist Parliamentarians in these areas, the Parliamentary Office of Science and Technology (POST) provides independent and balanced analyses to both Houses of Parliament on public policy issues with a basis in science and technology (see www.parliament.uk/post for further details).
POST is now seeking an experienced team leader to manage a small team and oversee the preparation of briefing materials aimed at informing parliamentary debate on environmental and energy-related topics. This will involve: preparing short 'POST notes' and longer reports; providing a range of services to assist Select Committees in both Houses; interacting with Parliamentarians in both Houses, specialists and other interested groups in the UK and organising seminars, exhibitions, internet based discussion forums, and other forms of activities. Occasional travel in the UK and overseas will be required.
Applicants should hold a postgraduate qualification (to MSc or PhD level) in a relevant science or technology-based subject, have four years' relevant postgraduate research/ work experience in a public policy environment and experience of developing and overseeing work programmes that involve a wide range of areas, some of which may not be familiar. They should be self-motivated, have excellent analytical, interpersonal and communication skills with the ability to think creatively across a wide range of policy issues based on science and technology and be able to write in a clear and concise style demonstrating impartiality and a balanced approach to gathering and assessing evidence.
Impartiality is a fundamental requirement for this post. The successful applicant generally will not be allowed to participate in any political activity for the duration of this appointment.
Excellent service conditions apply: generous annual leave starting at 28 days; a choice of final salary or stakeholder pension; interest-free season ticket loan; child care vouchers and membership of an in-house gym is available on payment of a small fee.
