A cvolleague and I had some practical sessions with a local journalist,
and managed to get a regular column in the local newspaper. The guardian
seems to accept freelance science articles, but competing against good
writers.

What does your friend mean by "technical writing"?
This term is usually tagged on to the job of writing manuals for
complicated bits of kit.
I doubt if this is what your friend has in mind.
There are plenty of opportunities for writing. This is not, though,
something done in your spare time as a hobby. People spend years
developing their writing skills. (I've been learning how to write for
more than 30
years.) Some are even so passionate about combining science and writing
that they pay their own way through degree courses. Many of these people
are very very bright. Dabblers who fancy a bit of relaxation in their
spare time might do better to go to the local college and attend evening
classes on creative writing.
Your friend might like to look at the web site of the Association of
British Science Writers. With luck this will inject a dose of reality
into his thinking.
