I don't work within the pharmaceuticals industry but I think this answer would serve any working environment. Although you work for a global organisation, which may well have global guidelines, you should be following local legislation - and guidelines - in this country, the HSE provide this, not OSHA. When considering the need to vaccinate your workforce, this should be based on a local risk assessment which will identify the need or not to do so. I wouldn't have thought that this was a high risk environment for Hep B that you are providing an OH service for.

Our USA parent company are asking why we do not routinely vaccinate against
HEP B .
My reply that the risk is minimal as only our first aiders are likely to
any exposure and then only for minor wounds they are dealing with seems to
have taken them on another tangent ,somewhere it has been said that all NHS
staff are vaccinated!.
I remember a discussion recently and would be pleased with any input so
that I can put this to bed for ever.
If anyone working in pharmaceuticals could reply I would be very grateful
for that feedback.
