Have to say that I agree that emails are not secure. In my opinion and
practice I feel that reports, or any specific information should only be
sent with a system that includes an encryption suite.

In saying that its not to difficult to open someone elses post if you're of
a mind to do.

If I'm reading it correctly the question is about reports without signatures
on them?

You could ask your IT people about digital signatures? It is even common
place in business to have a small jpeg or simmilar to place into documents
for sendiong electronically
