As regards The NHS, A4C competency standards/ Career and competency framework for Occupational Health are currently being developed by Jan Maw and Carol Bannister at the RCN and are expected to be published in July.
They are now in 2nd draft but not available electronically they will integrate with the DOH job evaluation guidelines and I would advise waiting for these before wasting time on developing your own

I wrote to the RCN as I hadn't seen any job profiles for OH Nurses on
their website. The advice that came from their Employment Relations
Department was that the majority of OH posts will have to be job evaluated
locally with the resulting profiles produced. This was because there were
such big variations in OH roles at Hospital Trust level across the
country. They reckoned the banding could be between 6-8 depending on the
results of that local job evaluation.
We shall see!
