I am not sure about any exact legislation with out searching but I would
initially look at competency and professionalism of your team (which
they
will have as they are professionals) and if HR are actually competent to
make judgement on documents (which I doubt they are)
Confidentially, DP ...will lead you to make a suitable case that you are
the
professional to make judgement and advice on individuals capabilities. I
would never suggest agreeing to change documents to suit HR.

This is the first time I've actually posted on this site, however I do
