It depends on the Contract Manager's attitude & use of language, I fancy. Has this government department selected the right person for the job?
Our EAP (via an external provider) has been a joy to work with. It has been a very useful extension to staff support, with appropriate informal cross-referral without conflict (i.e. if a member of staff consults OH with problems which may be helped by counselling or advice from the EAP, we suggest that they contact the EAP. The EAP suggest to users with health problems affecting/ maybe caused by work to consult with their OH provider). The EAP reports quarterly usage figures & types of problems users bring to them. They are keen to work with us to help promote & improve the service further.
I believe the key role for the contract manager is to champion the service and to be creative & constructive in promoting awareness of its existence. Unless actively promoted, staff & managers forget that it is there.

I'll be managing a large EAP for a government organisation, and was
wondering if anyone has been involved extensively in these, and how easy
were they to manage ...e.g. sharing of info, conflicts with traditional OH
services, etc. or indeed, if they are a load of old bollocks that workers
can't be arsed with.
