I've never sought their permission, however (where possible) I try to
discuss the RIDDOR report, the reason and what the HSE actually do with the
info. This is then documented.
Only once have I had an employee who ststed he did not want the report going
out. After re-emphasising that I had no choice and it was a legal obligation
he decide to ask his union and grudgingly accepted that it had to go.
