If Management are happy about this, then you probably cannot do anything to prevent it. The Data Protection Act does state that personal information that is processed (which includes things like OHP reports), should only be made available to people for whom it is produced, but HR could argue that as their role is 'personnel', that they have right of access. However, if HR did ask the OHP to alter a report because there was something contentious in it, the OHP could argue that that was interfering with the independence and impartiality of the OH service.
