Alcira Kreimer's *Managing Disaster Risk in Emerging Economies*
includes two papers about coping with floods in Buenos Aires (in the
broad definition of coping that you are addressing). I'm thinking
that there are also a few examples in Anderson & Woodrow's *Rising
From the Ashes*. and, if interested in reports of coping/preparedness
for earthquakes in turkey (e.g., izmit), you can contact IFRC and/or
SIDA in ankara. Sorry that i can't think of more off the top of my
head.
