Its interesting to hear your thoughts. However, your criticisms may be
better addressed discreted, such as in a personal note to Charles Kelly
rather than to the entire forum. In this case I have included the forum in
this email as a reminder that there is a wide community reading these messages.
Additionally, I believe the grant in question is for students and young
scholars to develop their research. It is common in the United States and
Europe for scholarships and professional merit awards to amount to 1,000
dollars.
