Practical Solutions for the 21st Century
Tuesday 31 August - Thursday 02 September 2004

This three-day conference will address practical strategies for responding
to volcanic crises. Sessions will combine scientific, social and
management criteria , in order to identify new methods (1) for making
short-term forecasts of eruptions and of types of volcanic hazard, (2) for
communicating the hazard to non-specialists, and (3) for designing
appropriate response plans, from defence measures to evacuation.

Sessions
• S1. Short-term forecasts of eruptions
Detailed monitoring during an emergency normally begins after a volcano
has shown clear signs of unrest. Session S1 will focus on new methods for
making quantitative short-term forecasts of eruptions and for evaluating
their limitations.
• S2. Emergency forecasts of the impact of volcanic hazards
Efficient crisis response requires evaluation of where and when a volcanic
hazard will strike. Session S2 will address new methods for simulating,
during an emergency, the evolution of volcanic hazards, from lava flows to
the distribution of tephra.
• S3. Managing volcanic crises
Delays in responding to an emergency can transform a menace into a
disaster. Too many examples exist of how poor management and
misunderstanding have increased the cost of an eruption. Session S3 will
evaluate optimum management structures among scientists, decision-makers,
emergency services, the media and the public, as well as innovative
methods for raising the effectiveness of emergency communications,
including computer-assisted training packages.
• S4. Design of mitigating strategies
Volcanic risk can be mitigated by actively intervening to reduce the
hazard or by moving vulnerable communities. Session S4 will concentrate on
the design of efficient evacuation strategies, as well as the
implementation of defence measures against lava flows, pyroclastic
phenomena and gas release.

Accommodation
A wide selection of accommodation is available within walking distance of
UCL (WC1 postcode), ranging from bed-and-breakfast guesthouses to 4-star
hotels. Participants are requested to make their own arrangements. We are
currently negotiating discount hotel rates with an external company.
Further details will be sent to those who register.
Catering
Morning and afternoon refreshments will be provided.
For meals, a refectory and bars are available at UCL, while a large choice
of eating and drinking establishments are within a few minutes' walking
distance from the university.
A conference meal will be arranged for the evening of Wednesday 01
September at the Elysee restaurant in Percy St, off Tottenham Court Road.
This Greek restaurant has been run by the same family since 1939 and was a
favourite haunt of George Orwell (http://www.nostos.com/elysee/).
